Lockwood Folly, a 460-acre gated residential community tucked away in the woods on the western bank of the Lockwood Folly River, began to be developed in 1987 by Channel Side Corp. Properties available include deep water river lots, marsh lots, golf course lots and lots with views of the Lockwood Folly River and the Intracoastal Waterway. Overlooking the river is a beautiful property owners’ clubhouse with an Olympic size swimming pool and hot tub. Lockwood Folly also has an 18 hole Willard Byrd designed golf course, tennis courts, a boat ramp and a limited boat storage area. The Country Club community is located at the northwest junction of the Lockwood Folly River and the Intracoastal Waterway, in the area locally known as Brown's Landing. From the boat ramp, it is approximately one nautical mile to the open ocean.
As of November 2006, there are 261 homes completed, 28 homes under construction, 22 townhouse/condo units completed, 4 townhouse/condo units under construction and 303 vacant lots privately owned. At maturity, Lockwood Folly will contain 618 dwellings on 460 acres. Current status of development is about 51% of maturity.
Lockwood Folly is served by the Brunswick County Sheriffs Department and is within the Tri Beach Fire District.

Ken Palumbo & Joe Geise met with the USDA today and submitted our loan application. It appears that there are no roadblocks to our eligibility, but that doesn’t mean we are guaranteed to get the loan. There are several applications already pending, and funds are limited. We were encouraged to complete everything ASAP in order to be eligible for stimulus money, which runs out in September. That means we can’t delay on any of the remaining tasks.
There are a few things we have to do that just require some calls, signatures, etc. that can be completed quickly, and we are already working on those. We still owe USDA the property deed, so that needs to be expedited if possible. The big issues we have are first of all agreeing on the amount to apply for. If we are approved, the amount we apply for is the amount USDA loans—not more, not less, regardless of the actual cost. So we have to be confident that our number is reasonably accurate. USDA will cover 100% of virtually all our costs, including furnishings, security system, construction loan interest, legal fees & architect fees.
The other thing we have to do is get the POA member vote done. Presentations need to start immediately, and ballots must be mailed ASAP. This is the biggest hurdle in meeting the September deadline. A lot of the process can proceed while we are presenting and voting, but ultimately we have to have approval before the loan is granted.
Community Center Update
The POA Board of Directors, in an effort to address the needs of the community expressed in the last issue of the Lines (reference the Lines online at lockwoodfollypoa.org), is investigating several avenues to get an affirmative vote on a new “Community Center”.
Municipalities, Home Owners Association, as well as Property Owners Associations can qualify for stimulus money through the USDA. We currently have a preliminary application to the USDA Rural Development agency to see if we qualify for grant/loan monies for our community center project, as well as sewers in Lockwood. We are also going to address as many of the twenty six responses to the proposed community center floor plan as we can, with the goal being to develop a plan the community will support.
